Knitting size

Looking at the forum, I can see that I am always the one asking the ?s!
Anyway, I am about to cast on a tank top (if you go to my blog and scroll down a few days you can see it, it's Monica from Spring 07 Knitty). I was going to make size 4 for my daughter. Her chest/torso is about 22.5 inches. The size 4 measurement for the chest of the tank is 23 inches. Will it be too tight?
The next size up is 25 inches, which I would think is too big!
What would you do?

Another Knitting ?
I am anxious to get started, so I'm cheating and putting this in the active threads!

Is it supposed to be close-fitting? Then go with the 23". Is it supposed to be loose? Go with 25".

Your yarn choice might come into play too. If you have some stretch to your yarn then smaller size should work, but if there's little play in the yarn then maybe go for the bigger size.
Depending on how complicated the shaping/pattern is, you might be able to make your own size. Add a stitch or two to the 23" or reduce the 25" one by a stitch or two.
I don't feel competent
I don't feel competent enough to adapt the pattern, though it is very simple. The yarn is cotton, so not very stretchy at all. I am inclined to go with the smaller size nonetheless, as the bigger will just be way too big.
I may get brave with adding a few stitches -- it is basically 2 rectangles with straps. (Ah, to be young and breastless.)
