How does gutting Net Neutrality affect places like TNH?

I've read about how changes in the Telecommunication Act of 1996 might affect businesses and search engines, how will it affect bloggers and virtual communities like this one? I know a lot of daily traffic is due to internet searches. Not so clear on the effect it would have on the non commercial sites.
