A safe way I have found is to mix the vinegar with a packet of gelatin. It thickens quickly, letting it stay on the walls and other non-horizontal surfaces. My take is that the longer a cleaning product stays on a surface, the more time the cleaning agent actually has to work and the less scrubbing you have to do.
