It's not always legal or ecologically wise to transfer seeds between ecosystems, even similar ones. If you haven't found the "right" kind of heather locally, there may be a reason. Unless you know for sure it's okay, remember to call your ag extension office to check. This is a sensitive issue in California so I've been made ultra-aware of it!
